The District employs a professional staff to implement and manage programs to import and distribute replacement water, generate electricity, build relevant partnerships, and educate the community on the need for effective water conservation. 

DARIN KASAMOTO, General Manager, has been with the District since 1997. He was hired as the Assistant Manager and was appointed to the position of General Manager in 2004. He previously was employed for nine years by the Los Angeles County Department of Public Works as a civil engineer. Darin holds a bachelor’s degree in Civil Engineering from Purdue University in Indiana, and a master’s degree in Civil Engineering from California State University Long Beach. He is a registered Professional Engineer in the State of California.

ED HILLS, Assistant General Manager, has been with the District since 1989. In 2006, Ed was promoted to the position of Supervising System Operator/Inspector from the position of Senior Operator/Inspector. He has been intimately involved in the design, engineering and maintenance of all District infrastructure projects, including the District’s pipeline and hydroelectric facility and the complete replacement of the Supervisory Control and Data Acquisition system (SCADA).
